How It Started


Wandsworth Borough Council identified a critical gap in their asset management: the lack of a reliable inventory and condition record for signs and road markings. Without this baseline, the Council faced challenges in verifying compliance, planning maintenance, and estimating repair costs.


Compliance failures - including faded lining, misaligned or obstructed signs, and graffiti - were creating safety risks for road users, undermining enforceability, and contributing to lost revenue through reduced ability to uphold restrictions.


To address these issues, Wandsworth partnered with Gaist and FM Conway. Together, they undertook a full survey of signage and lining assets, with results integrated into map16 Asset intelligence to form a single, spatially accurate register.


The Solution


The survey captured every signage and lining asset across the borough, logging condition and compliance status in map16. This created the first complete, centralised asset register for Wandsworth.


With this visibility, the Council and FM Conway were able to prioritise works effectively. Approximately 1,000 defective signs were identified for renewal, enabling a structured maintenance programme that directly targeted compliance and safety risks.


The data also provided a long-term foundation for better planning and budgeting, replacing reactive spend with a proactive, evidence-led approach.

David Akanwo, Head of Business and Analytics (Traffic and Engineering) at Wandsworth, commented that the visibility of the data in map16 has enabled the Borough “to create a programme of renewal for functionally impaired traffic signs. Furthermore, the renewal of functionally impaired parking signs will reduce the number of Penalty Contravention Notices (PCN) appeals and cancellation and provide further clarity for motorists.”
