Vehicle Restraint Systems

How it started
Our work with Hampshire County Council began through our partnership with M Group Highways and Carl Saunders Fencing (CFS) . In 2021, Carl Saunders Fencing, a key contractor responsible for vehicle restraint systems (VRS) across Hampshire’s highways, identified the need for a more efficient and modern approach to managing their asset data and maintenance operations.
Recognising the challenges of manual processes and fragmented systems, they turned to map16 for a smarter solution. Together, we introduced VRS Pro, a specialist module within map16 Asset Intelligence, tailored specifically to support VRS asset management.
Since its deployment, VRS Pro has provided CSF, Hampshire County Council and M Group Highways - with real-time visibility of assets, streamlined inspections, and a fully digitised, auditable workflow. What began as a focused solution for VRS assets has since grown into a trusted, collaborative relationship built on innovation, efficiency, and shared goals for the future of asset management.
The Solution

To meet the needs of CSF, Hampshire County Council, and M Group Highways, we delivered VRS Pro - a fully integrated, easy-to-use module within map16 Asset Intelligence.
VRS Pro empowers safety barrier contractors to document, map, and manage all aspects of their work in a single digital environment.
Whether undertaking re-tensioning programmes, inspections, or repairs, contractors can now accurately record asset conditions, track interventions, and prioritise maintenance activities based on defect categorisation.
By giving field teams and office staff access to real-time asset data, VRS Pro ensures that critical defects are flagged early, resources are deployed efficiently, and compliance with safety standards is consistently maintained. The platform's intuitive design and flexible reporting tools have transformed the way VRS operations are delivered across Hampshire’s highways, driving greater transparency, accountability, and operational efficiency.
The Benefits
Since adopting VRS Pro, CSF has seen significant improvements in the way they manage and deliver safety barrier maintenance across Hampshire’s network.
The platform has given the contractor full visibility over all works carried out, with real-time mapping of surveyed assets, inspections, and maintenance activities. This enhanced transparency means both field teams and management have instant access to accurate, up-to-date information on the location and status of all VRS assets.
Using VRS Pro’s defect categorisation tools, the team has been able to identify and prioritise high-risk barriers more effectively, ensuring critical safety issues are addressed promptly. Additionally, the software enables them to track and measure the effectiveness of re-tensioning programmes, providing clear evidence of maintenance work and helping demonstrate compliance with safety standards.
Overall, VRS Pro has delivered a smarter, more proactive approach to VRS asset management - improving safety outcomes, optimising resource allocation, and supporting a more structured and accountable maintenance programme.
Summary
The partnership between Hampshire County Council, M Group Highways, Carl Saunders Fencing, and map16 has demonstrated the real-world impact of smart asset management.
Through the implementation of VRS Pro, powered by map16 Asset Intelligence, the contractor has gained complete visibility of their operations, prioritised critical safety work, and enhanced the efficiency of their re-tensioning programmes.
This collaborative approach has not only improved safety across the network but also set a new standard for how vehicle restraint systems can be managed using innovative, data-driven solutions.
